I have hooked all that up, what would happen if i started the computer just with those parts to see if the cd drive goes and to see if all the leds work, is it a bad idea or will it be fine?So i'm in progress building my PC, the only parts that have arrived are the motherboard case, PSU, and CD/DVD?

it would try to boot but it would not hurt anything, i would do it in another computer though.
Your mobo will probably beep loudly to complain that it can't find the CPU. It won't harm anything permanently.
